He could also buy Zero Escape 3 for the 3DS.

I bought a PS TV and the first and only game so far I've bought is Persona 4 Golden. One of the best JRPG ever.

Or he can buy Vita version for better visual experience (and trophies lol)

Considering the rules of the OP, my suggestions would be:
- Atelier Totori (if you enjoy that, check out Rorona & Meruru as well)
- DanganRonpa 1 & 2
- Demon Gaze
- Disgaea 4
- Gravity Rush
- Oreshika: Tainted Bloodlines
- Samurai Warriors 4
- Soul Sacrifice Delta
- Steins;Gate
- Tales of Hearts R
- Ys: Memories of Celceta
I threw in a few games that are also on PS3/PS4 in there, because I saw that your selection of platforms didn't include those in the OP.
And if I may offer a couple of non-Japanese suggestions - Hotline Miami; Guacamelee; Tearaway & WipEout 2048 are worth getting.
As for upcoming games? Keep an eye on:
- Corpse Party: Blood Drive
- DanganRonpa: Another Episode
- Digimon Story: Cyber Sleuth
- Legend of Heroes: Trails of Cold Steel
- Lost Dimension
- World of Final Fantasy
Did you own a PSP? If not, you just blew the doors wide open for another load of recommendations.
Also may I suggest that you re-consider your importing rule too? It's easier than ever to do these days. If you're ever bought from an online shop in your own country, it's no different to doing that really. I buy from Play-Asia and Videogameplus regularly.

Yeah got to have those trophies...
I haven't played the Vita version of Virtue's. How big diffirence is there when it comes to visuals between it and 3DS version?
You don't need anyone to explain why you should buy a Vita if you're a JRPG fan. It's a no-brainer to own if that's your genre of choice. Amazing device imo, not a JRPG but Sayonara Umihara Kawase is an interesting platformer on Vita.

when it comes to Vita games you aren't really going to get the full game roster in stores like you will the ps3/360, you want to go on psn store and browse there, can go through all the Vita section on the browser version of the store.
If I could sell you something for 200euros btw I'd much prefer to try to sell you something I owned... make some profits from it, you'll need to make your own mind up about the Vita but it is selling moderately well now so there is more chance of some games localizing to the EU psn store, 51k last week compared to the 88k of the 3ds, not bad at all considering at a point the sales were 10:1 in favour of the 3ds.
Why not check me out on youtube and help me on the way to 2k subs over at www.youtube.com/stormcloudlive
Gravity Rush
Little Big Planet Vita
Super Stardust Delta
Oreshika
Persona 4 Golden
Soul Sacrifice
Disgaea 3
Disgaea 4
Tearaway
Just breath deeply and let all the no gaemz flow through you.

From what I know, they would be pretty well matched ordinarily (better resolution and voices on Vita version versus 3D and better note taking on 3DS), but the 3DS version has a bug that destroys save files that the Vita version does not. So the Vita version is better.

Unfortunately nope.......sorry

Ys: Memories of Celceta is the best title on the Vita based on my experience.
