4m+ is unlikely, but sequels often do better, so I think 3m wouldn't have been out of the question.
Install base isn't everything, but even then it could've been cross gen.

Installed base isn't everything but is an important factor, especially with such a big difference. At most, it could sell about the same as the first game, 2 million on ps4 + xbox1, around 3 million if we add Wii U. The game couldn't be cross gen without completely different assets on ps360 versions, and remember ps3 barely handled the first game.
Why not? GoW3 sold 4.5mil+.
The first Bayonetta was niche, it still managed to sell 1mil+. Bayonetta 2, with its quality and review scores, is guaranteed to sell minimum 2 mil on as a multiplat.

Eh maybe. I enjoy it, but it's a f*cking weird game (no other way to put it). A lot of "dudebros" don't get it.
God of War is much more straight forward and Western-centric in its story/characters and even the combat is simpler.

What you presented is no reason why it couldn't be cross gen. There are several more demanding games that are cross gen and of course they had to change some assets. Nobody demands them to be identical.

It would be too much work for a game that doesn't sell huge numbers and the ps360 audience is the same as ps4/x1, so they would barely get any extra sales for it.

Now you basically say that the difference isn't big enough to justify a port, since the audience is the same.
There are lots of 2014 cross gen games, where the last gen versions did 400k-500k each. Easily enough to justify a port considering that's about the same amount as the WiiU version sold.

How exactly did you get that from my post? releasing games on both ps360 and ps4/x1 is redundant. this one in particular because it's not a big seller, so ps360 versions would sell much less than other cross gen titles.
oh, 400-500k is far from what the wii u version got/will get.
