On the contrary, any other view removes any meaning from his statement. I'll ask you a 3rd time, what games were announced but not unveiled by Sony or MS that Reggie might be referring to?
The answer is: none. Hence that is not what he meant at all, otherwise he's incoherent.

Just the raw jumble of words he spat out of his mouth mean nothing without any context or motive. Why did he say it? What message could be possibly have been trying to get out?
We also know that the best way to launch a game like that is to surprise and delight them, to give them a launch date, in an environment like this let them play it vs. what other companies do which is to announce a project that you may not see for five, six years. It’s just not the way we do things.
His statement is saying that Nintendo didn't show off more games because they are too early in development and they didn't want to announce anything too early because thats not what they do. It also included a dig at their competiton.
The first part is just fasle. Nintendo does annouce (announce, the word he used) games well before they have a release date or are ready to be played.
The second part is a weird dig at their competitors that seems to imply that they regularly show games really early. If he was just talking about TLG, then his statement makes no sense. Why compare they way one company announced one project to your own general way of doing things? Why take a dig at Sony for an annoucement from 2009? Especially since the game was reintroduced just says before and given a release window.
In my opinion, the goal was to say that they could have shown more, but chose not to, and to undermine the praise Sony recieved for it's E3 confrence. The first part I understand though I don't think it helps convince people that you have a strong games lineup in the pipeline. Especially since you've already said the Wii Us sucessor will be shown at E3 next year. The second part makes little sense to me as it doesn't do anything to elevate Nintendo. It like he's trying to get people to not buy PS4s, rather than trying to get them to buy Wii Us'.
