As far as Awakening goes, 6 of those 23 sidequests were actually free DLC, which is why I assume sidequests aren't being tallied for the Fates count. Due to that, and the fact that one of the versions includes a World Map, I would be surprised if the stated number of maps in Fates really is limited to the number of story-chapters.

And though Radiant Dawn was epic in length, it's also quite a bit longer than the norm for the series. Excluding gaidens and sidequests, every game has more or less fallen in the range of 25-30 chapters. So although FE10 seems to have set the gold standard for the series, falling short of the longest game in the franchise isn't necessarily short. At least, not short enough to consider Fates less than a full game by the standards of the series.

Though like has been stated earlier, there isn't much to talk about without additional information.
