I think nobody wants a microconsole. If you don't have money for a PS4/X1, just buy a cheap PS3/360. They have massive libraries, are cheap, the games are cheap. Each month PSN does some promotion that puts some clasic PS3 games for US$5 or 10. I bought RDR, Motorstorm Apocalypse, Spec Ops and other with this price point. Add in PS+ and you got more games than you can play.
And if you want to play Vita games, a Vita is the best option, since PSTV isn't fully compatible. Ok, it's cheaper, but you are losing half of thge library and the mobility.
I will tell you the history of one of the first "microconsoles". It was launched in Brazil, by TecToy (that manufactured all Sega consoles in Brazil): the Zeebo. It packed a smartphone class hardware and launched during the last gen, being 3 or 4 times cheaper than a 360 or PS3 here. It had its own library and all games were digital. The downloads were made using a free 3G network provided by TecToy and the games were US$15 at most. As you see, it's very similar to current microconsoles.
Zeebo flopped hard because you could get a PS2 for a little more and it had a massive library. Lesson is, cheap consoles don't have the horsepower to fight with the current gen ones (that have few games). But they reach the price point of the previous generation consoles, that have brilliant libraries. That's game over.
