Are you sure you have to unlock it? I was already Lv.20 when the Zapper n Ink Brush released so I wouldn't know.

I'm only at level 9 and don't see it so I think you may be at the max level.

Weapons are ordered by their unlock levels, both zapper and brush weren't at the begining of said list.

I'm sure in a wiki you can find at which levels they unlock.

That's weird, there's already a weapon to unlock per level. Well guess you better stop slacking off on playing then!
