FIFA would have the most immediate impact.

I'm not sure if we can affirm that. Of course, GTA V sold gangbusters, but we only had two GTA games for PS360. In the meantime, we had like 9 CoD games and since MW/BO they sell an easy 20M every year.
I took a look at sales and CoD did around 160M on PS360, while GTA IV+V did around 60M on the same platforms. We can apply the same logic to Fifa, because it sums up 70M+ on PS360. So I think that which franchise does the biggest impact is pretty much debatable.
However, back to the OP, I think it's hard. But any franchise tied to the Wii U will more likely suffer than help the console. Because if any of the would become exclusive to PS or XB, you could buy that console and still play all other 3rd party games. If one of them went Wii U exclusive, you would have to choose between that franchise and all the other 3rd party games.
GTA would have the biggest impact.
The most interesting case would be if GTA was exclusive to the Wii U. It would have the biggest impact on sales but I think the Wii U would still be in third place.

COD on PS4 would have the bigger impact there released yearly we just had gta5 on ps4 and xb1 so it will be yrs before we get another gta game on consoles and im pretty sure R* will release rdr2 or some new ip before that

In that sense yes COD is a bigger franchise. What I meant that GTA has more unique sales so gta appeals to a larger audience and would have the bigger impact. It's pretty close though. Looking at last gen GTAv sold about 35M on PS3/360. BLOPS (highest selling COD) sold about 26M. So the GTA deal would affect 35M while the COD deal would affect 26M. Altough the COD deal would be a more lucrative because it sells more copies.

That's presuming the people buying CoD are the same people every time, but you can't be sure some people bought AW and not BO (I know I did for instance.)
