Based on what they showed with the Engine trailer it looks like it, Especially that shot with the Warthog driving through a big open space. It doesn't have to be open world just as long as it has Big Hub areas.

I thought Crackdown 3 looks quite a lot improved over the 2017 stuff we saw but I also think that the 2018 trailer was well paced and just a "fun" trailer to watch so maybe that helps improve my thoughts about it.

Edit: Ok, so there is a graphical improvement for sure, but it's just not as big of an improvement as I was hoping for, so that's why I didn't notice it. Certainly not a big enough improvement to silence those saying that it looks last gen, still see quite a few comments like that ("it looks like a reskin of Saints Row 4 except they forgot to improve the graphics" and "this looks like it could run on Xbox 360" and such). Personally I don't really care about the graphics as long as the gameplay is fun (and it does look fun), but I did want to see them improve the graphics enough to shut up the haters. 

MS messed up by not giving this game (at least the campaign) to Insomniac they would have done way better.

how many do they have? Cus I mean we know they were also doing R&C after Sunset.

IDK but they are around 300 devs they have a 2nd studio in North Carolina, they have been waiting on MS to greenlight Sunset 2 and have said that they are ready to make it. If MS would have said yes 1 or 2 years ago they would have been working on both games at the same time (obviously they would not have the same year release date).

Well I know personally I'd rather have them make that than Crackdown that's for sure. I've said this before somewhere, don't remember if it was here, but Sunset and Crackdown are really just variations of the same type of game, and Sunset is the much better versions as far as I'm concerned.

It was shown at E3. 4 million players is pretty good.
