You don't have to buy the 3DS version in order to get the 5 Legends characters, they will be available for the Wii U in the summer in the "Legends Character Pack." However, for the new DLC packs, there will be exclusive content only for the 3DS that you can't purchase/transfer to the Wii U, which I believe includes new adventure maps with adventure and challenge battle scenarios, and of course my fairy content. The rest of the new DLC content (the new characters and new weapons) can be purchased and used in the Wii U version.

Here is the official Hyrule Warriors DLC site and the Legends DLC site for further clarification in case I didn't explain it all that well.

Edit: just so ya know those are the NA version of the sites so the prices will be in USD and CAD but nevertheless the content/info still applies

That sucks, since the Wii U version seems to definitely be the better version, and i doubt it would take away from it's sales at all

Yep!    And as well as not containing the 5 Legends characters, the new DLC packs/season pass will not contain the exclusive 3DS content (which are the adventure maps, scenarios, and the my fairy stuff) for the Wii U. So the Wii U version will just get the new character(s) and weapon mentioned for each pack.

It really sucks that the Wii U version will be missing out on some of the new content but at least there's the new characters/weapons to look forward too...
