Interesting. I mean I don't know what to take from this. They could obviously show something for E3, that has nothing to do with the game being close to finished or not, otherwise they would have been absent in 2013. What he's saying is that E3 is too soon for them to prepare content, I'm personally thinking its one of these 3.
1. The team is working hard on finishing a specific build of the game and do not have time to prepare an isolated demo for june and of course they can't just use Duscae 2.0, we've all these that now.
1. The necessary assets that they want to show in a new trailer aren't finished (CGI cutscenes?A specific setpiece or Gameplay component (like a car chase), or character like Buhamet/Alexandra etc)
3. They want to have a release date available for the next reveal but will not know by june.
Well, I'm glad I stopped caring about this game long ago.
If they hold an E3 conference without showing Final Fantasy or Dragon Quest, people are not going to be happy.
Well... gamescom is bigger than E3.
I kind of expected the game not to be releasing this year after they wasted time making that demo for type-0.
Actually, its even unlikely to be out in the first half of next year.

The article says that there'll be a small teaser trailer at E3, Dragon Quest will at best be there in the form of DQ Heroes, the next mainline title will definitely be revealed in Japan.
Also people should see the positives things here, yes the game won't be at E3 in a big capacity, but it'll be at Gamescom and I read on Gaf that'll be at TGS and PAX as well, things are really starting to move for this game.
I'm so looking forward to Sprint 2019 when it finally releases a new demo of the game... good times waiting.
