I think a rating system like this has been needed for some time. Id like it more if people could write something instead of just giving a rating out of 4, but this is a good start. People deserve to have a say.

This will be tough. There are many mods to keep track of what they do. And I don't see some (Carl or Starcraft lately) as much as others (Cone or Raven).

Agreed with the neutral option. I mean there's one moderator (not naming names) who I can't honestly answers in a positive/negative light because I've barely seen this user post...

I don't like this question. If I disagree a mod is not active, this questions also implies he doesn't add anything to the community / adds negative things.

When in doubt, remember that quality > quantity

It's one thing to be present in the community (which is good), but it's another thing entirely to use that presence to foster a healthier community.

Talking overall moderator (post frequency, mod jobs, quality discussion, best interest of the community, handles conflict, biases) 

Tier 1: Axumblade, Smeags, Carl, Trucks.
Tier 2: Kresnik, Raven, Veknoid.
Tier 3: Barozi, Mummelmann, Starcraft, Dallinor, Shinobi, Khan, Cone, Lead.
Tier 4: Kantor, Torillian, Trash, Radishhead.
