No.

There are three possibilities...

1. NPD tracks 3DS and N3DS separatelly... so PS4 > both not combined

2. Sony was talking only about home consoles.

3. PS4 sold more than 395k

Nintendo says 395K total between all 3DS SKUs. So NPD is definitely tracking them separately.

No way PS4 sold 400K. Sadly, we are no closer to the exact number after this.

We know it sold more than the New3DS. I believe Nintendo said the New3DS sold over 150K in its first week, so I think that means PS4 sold more than 200K.
