PS Vita had last year Final Fantasy X / X2 HD Remaster in Japan which boosted the sales a lot.
This year PS Vita had no games at the beginning of the year, the big games are incoming in the next weeks/months. 
PS Vita will get a big boost from God Eater 2: Rage Burst launch.

Of course, the first week in the year is the biggest week in Japan. And Final Fantasy X / X2 HD Remaster helped the Vita to do good on this week and the following weeks. Hardware legs!

We are currently at the low weeks of the year and new 3ds is selling around 30k a week. That's enough for 2m+ in one year, when considering holidays. if the baseline gets to 40-50k, it could pass vita this year. Yes is my answer.

It will beat the vita until it is discontinued in favor of the next gen Nintendo handheld. But Vita wins in the end because it is Sony's last handheld. It will be supported longer before its demise.
