I never really know how to answer this question. First I think of one of them, and then I remember how much fun I had with it.. Then I feel bad to say it. Also my opinion on the question changes every few years. Right now I guess it's.. Wind Waker though.

What do you mean by the tutorial section? While I agree it is a long tutorial, it is about 2 hours until the first dungeon if you don't know what to do, it certainly isn't a third of the game. And Skyward Sword had a pretty long tutiorial + cutscene segment as well, at least an hour. The game averages about 40 hours in length. 2/40 = 1/20 = 5% of the total game, not 33%. 

I really meant tutorial as in the game doesn't open up whatsoever until a third of the way through.

Yeah, I'd agree with that. The game gets slowly better for the first three dungeons, then after that gets really good until the end. The first third of the game is indeed, fetch quest -> dungeon, fetch quest -> dungeon, fetch quest -> dungeon.  Heck you don't really get to explore the world until after that really..

Actually it's interesting. With the exception of Wind Waker (which was a very divisive Zelda game) being practically tied with TP the more recent the game the more it is disliked. Maybe this is a poll representing nostalgia.

I'll go with TWW = less and easier dungeons, easiest game of the 3D ones. Thought, I have to say that it have great original ideas, but rushing it craved its tomb.

After thinking about it, I decided on Skyward Sword. Here's how.

Out of them all, Twilight Princess on Wii has probably the worst gameplay, due to the motion controls and the poor dungeon layout (not to mention the murky colour scheme* which makes darker dungeons into a long pixel hunt). However it is saved by the storyline and character designs**, which are probably the best in the series.

The most tedious in the series is probably Wind Waker, due to the almost endless sailing*** to get anywhere in the overworld. However when on land the game is absolutely brilliant and lots of fun, with gameplay which just works and a graphics style that despite odd looks great.

Overall I chose Skyward Sword because it inherited the technical problems of Twilight Princess, and didn't have a good enough storyline or anything else to redeem itself.

(* Its even worse when using Component video on an LCD TV, as the colour scheme was intended for CRT screens.)
(** I mean, who doesn't like Midna?)
(*** Yes, the Wii-U version does have a way to speed up the sailing, but its much less well known)

i dont understand how people do not like Skyword Sword.. I think its one of the best I have played. I hated to turn into the wolf in Twighlight Princess thus why that game is on my list as worst.

There are some genuinely good moments. People often criticize the slow tutorial, but from a story perspective it's pretty decent. And the segment after going through the gate of time is well done.

The problem is that those moments are few and far between. The pacing of this game is atrocious, and the plot is contrived and nonsensical. The characters are probably the one real bright spot, but they're all just cliches ripped straight from a cheesy anime.
