Because they were pretty huge in Japan back in day and they neglected the market while focusing practically all of their resources on the West.

But outside of Hot Shots golf and GT they never made games that pushed significant hardware numbers there.....The only games that sony made that broke 1m sales in Japan outside of those two franchises are the Crash games.....

Now don't get me wrong, Studio Japan were mostly useless last gen (did they even produce anything good that wasn't kind of indy like Puppeteer was?), and could have done more, but at the end of the day Sony released their heavy hitters there and they sold 0.81m and 0.76m (GT5 and Hot Shots respectively). The blame has to lie with the 3rd parties, as FFXVIII was dire, and shows with he 9th lowest Japanese sales of the series, and 7th lowest FF on PS, and we got nothing that iterations of FFXVIII, which didn't help push any sales as very few people like them, and it's now proven the FF sequals suck and do worse than new installments. Resi Evil 5+6 were dire, granted they actually did really well in Japan. Criminally neither the Wii or PS3 got a mainline (the MMO's don't count) Dragon Quest, traditionally the highest selling 3rd party game in Japan for both companies, with all of them since 2 selling more than 2.5m units. Coupled with the other shit the 3rd parties there pulled it's no wonder that the home console space has been decimated. Oh and we didn't get any home console KH's last gen, the 7th and 9th best selling games on ps2 in Japan, and the biggest new Japanese ip in forever, absolutely criminal.

If ps4 gets 2 good FF's and a good DG, coupled with Level 5, Namco (tales of) and From Soft continuing to make quality games that appeal to Japan I don't see how PS4 doesn't have a great chance of being up compared to the ps3, and I would hope and expect 15mill sales if the 3rd parties get their shit together (sad spoilers, they wont)

The original DS set the bar waaaay to high for everything.

No way KH (or even FFXV) will release this year, but I think the PS4 will be up in 2015 compared to 2014, if not then things are worse than I thought XD

Well last month I think SE said both games going to be released in 2015 or early 2016
