Depends on the WRPG/JRPG to be honest. While I think WRPG's in general lack in-depth main character development - at least modern ones, they are very heavy on backstory and lore. I'm sure a lot of money and time was spent making all of the books and lore in the Elder Scrolls mesh well, for example.  While some JRPG's get so caught up in the characters they lack a cohesive back-story, setting, and environment which makes sense. Most games in both genres are riddled with plot-holes. There are always exceptions of course. You have WRPG's like Planescape: Torment, which have both good character development and backstory. Some RPG's which I feel have the most well-balanced and thoughtout stories (comparable to an average novel or good movie)  are Planescape:Torment (WRPG), Fallout I & II (WRPGs), Deus Ex (WRPG), Terranigma (JRPG), and Xenogears (JRPG.)  As  for music, it certainly is debateable. There are plenty of JRPG's with unrecognizable music, and plenty of WRPG with fantastic music that took a lot of work to create. But I think video game music is something heavily dependent on the game itself and not much dependent on the genre. There are plenty of games from all genres which have great music that took a lot of development resources to produce.
