So how many GTA games have sold over 20 million? Plus, that is not really one console.

Do we count all the systems Zelda has been on? What if they release ocarina on every handheld and it eventually pushes 20 million. Will that count?

Probably not. Nintendo franchises seem to resonate, especially Pokemon and Mario(Zelda also but no where near the sales of Mario/Pokemon.
