My answer to the title: no, not happening.
Also the statement in the bolded part is simply false. The XB1 is only worthy competition when it has a temporary price cut from $400 to $350 and has an extra game at no additional costs making it effectively $110 (assuming a new game costs $60) cheaper than the PS4 and even then it gets outsold worldwide. If the PS4 would drop to $350 like the XB1 the PS4 would outsell the XB1 in every market again just like before the XB1's temporary pricedrop. OP, you're basically saying that this gen will be close based on 3 weeks of sales where one console has heavy promotions going (XB1 for $350 and 1 free game) while the other console is having no promotions at all (PS4 for $400, no free game), which again is effectivaly a price difference of $110 in favor of the XB1.
