According to him they actually aren't mushrooms or evolved from mushrooms. I think this was his way of trying to damage control something that didn't need to be damage controlled. Besides Nintendo let slip that Peach was Toadsworth's daughter before covering it up. It means that Toads do indeed reproduce. Not only that Toadsworth is the true king of the Mushroom kingdom.
