as long as people have freedom they will do both behavior that falls within the acceptable range and behavior that goes beyond it
that is why murder, theft, rape etc happen
we know universally in society that these actions are wrong but they still occur
there will never be a situation where education can be relied on to stop people from being hurt it can never happen
and this is the great lie that feminism proposes that we can all reach a utopian society

as am i, however, if you are truly serious about destroying the harassment of women
then you have to realise that the only way to do so is to leverage the power of the state to reduce the freedoms men have with regards to interacting with women
that is the only way otherwise this "problem" will continue to be perpetuated

when a murderer chooses to aim a gun at someone's head and pull the trigger, do you really believe that he/she is not aware that they are causing harm to someone?
well of course they do... but they still kill the person... why?
because their interests conflicted with the interests of the person they killed that's why
ultimately people are generally going to choose to put their own interests above the interests of others even if it results in harm to another person
i'll give you another example of this in this very thread i had a dialogue with someone else here who claimed that men choosing to talk directly to women is harassment because it may have sexual undertones and may impact negatively on a woman
now this is true it is possible that this could result in harm to a woman
so the person was willing to demonise any initiation of conversation from man to woman... why?
because they put their interests ahead of the interests of men without care for how men may be harmed or affected adversely
now obviously this is nowhere near as extreme as murder but the idea is the same
it also shows the theme of restriction of freedom being used to ensure safety
