Still, there is one legitimate complaint that doesn't fall under the same category as actual clones: Ganondorf. They put the time and effort to make his animations different from Captain Falcon's, and yet still make all of his moves look and act very similar. Most likely this is Sakurai's bias shining through as Ganondorf apparently was his favorite character in Brawl.

They do, but they all have modified properties, some lesser and some greater. Lucina's apparently closest to a straight clone, but she has a minor variation in that her sword does equal damage all up and down its length, as opposed to Marth where you need to tip to get maximum power.

Basically he's saying: We added in these characters because they aren't really that different. If they were, than they wouldn't exist in the first place. Due to no time remaining to balance new characters. So free clones with almost no work. Or less of a roster. And no chance of any new character anyway.
