Well, that is an understatement.
Still, there is one legitimate complaint that doesn't fall under the same category as actual clones: Ganondorf. They put the time and effort to make his animations different from Captain Falcon's, and yet still make all of his moves look and act very similar. Most likely this is Sakurai's bias shining through as Ganondorf apparently was his favorite character in Brawl.
Wasted potential indeed.
