Looks like it. They're basically saying they pushed the XB1 version to the highest quality they could in terms of framerate en resolution, and then decided to just use those for the PS4 version. This seems like a case of the XB1's hardware holding back the PS4's version of the game.

Doesn't the X1 have the faster CPU and therefore the PS4 is holding both versions back? That is of course if the CPU bottleneck is true.

As someone who thinks all the fuss about the resolution difference is ridiculous, this just left a bad taste in my mouth.

They consciously held back the PS4 version so a few nerds on the internet would stop arguing. WTF. What kind of developer makes that decision, were they paid MS? (Seriously)
