3 games i want in November, none in February. Easy choice
Bloodborne, The order and the Witcher 3, so I guess PS4 owners would be more satisfied with February
Master chief collection, Dragon Age, The crew is reason enough for the xbox one to find november better than february.

There've been rumors of november 21st but I see the Western versions being delayed until late december. (Like the 3ds version, came out later in the west)

I don't have a Wii U yet, but will buy one next year. I also did play some of the games you mention. Didn't like Heavy Rain or Valkyria Chronicles. But I'll try the rest, atleast the ones which are retail games.
Smash Bros WiiU has been rumored to come out in November.. If that rumor turns out to be true, then November will obviously be the better month.

Pokémon OR/AS is releasing in November, so is Persona Q, and that EarthBound-esque game that Atlus saved.
I don't even know what's coming out on February 2015 on Nintendo platforms...

February definitely... Those games, excluding Evolve, are more interesting than the entire holiday line up (Sept-December)
November for Xbox will definitely be better, especially because Sunset Overdrive and Spark will be mid-late October titles.
For PS4 owners February looks more interesting despite the bigger number of games in November.
