Shin'en said a long time ago that their Wii U games would target 720p/60fps; it's the logical choice, they're using deferred rendering (which I don't recall ever being done at 60fps on PS3/360) with a lot of effects, so 1080p would likely blow their eDRAM budget, or at the very least eat up resources better spent on materials and framerate.
