Microsoft was probably like, Xbox One doesn't sell in Japan anyways, why pay for review scores.  Famitsu was like, fuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuu, and gave them a low score.

Not impossible, but I still think those will be tough numbers to achieve for a relatively niche title on a fairly niche platform. I rememeber there were people who believed I was seriously underestimating Donkey Kong: Tropical Freeze when I found it unlikely that it would 2 million or more: http://gamrconnect.vgchartz.com/post.php?id=6053346

That was also an anticipated title. I just don't see a significant audience for a game like Bayonetta 2 on the Wii U and the popularity of such games in general seems to have waned a little bit, look at Devil May Cry as an example.
I could be wrong and we'll see pretty soon at any rate, I think it could sell decently in the US but that's pretty much it.

I can't wait for Bayonetta 2. The score is great and so I'm sure it will be a lot of fun :)

Could just be personal myopia (never favored the DKC games. Enjoy them, but not as much as the other Nintendo platformers or Sonic), but i didn't really see the hype for Tropical Freeze. It didn't feel like a game that was really wanted. TW101 was another game nobody really asked for (and suffered from audience confusion).

Bayonetta, now, folks have been looking forward to that for the past two years, and its target audience is fairly clear.
