PS4 is over-hyped as well. For every announcement at E3 MS had an equal announcement. Same at Gamescom, and MS has already announced a lot of Japanese content so at TGS Sony is just catching up. Name an announcement and I will counter every one with an equal X1 announcement. It is just that people are only listening blindly to Sony right now.
As for buying a console for the long term that is a pretty dumb consumer decision. That is like buying a car frame with the promise of the engine and tires to coming later. You have no idea what size the engine will be or what tires will be on it... In games, you have no idea what quality the games will have over the next few years. And just because Sony has a strong first party track record, people should not just automatically buy their stuff. Track records can change, and we are already seeing some shift in the discussion on The Order from "greatest game ever" to "its looking pretty average"...
Console sales peak in years 3-6 not year one... This is because by year 3 you start to see the critical mass of games released on each console that drives their sales. That is why people are saying PS4 is over-hyped. The amount of new, unique, and quality content available on PS4 is brutal. X1 is slightly less brutal, and Wii U has saw third parties pretty much abandon them. ALL THE CONSOLES ARE OVER-HYPED RIGHT NOW.

MS didn't really announce much Japanese content. They only announced a few Japanese titles before E3 and that was all about it. Sony actually had some Japanese content announced before their pre-TGS conference. A lot of the stuff they announced during their conference were already planned out long before. It was just not a smart decision to announce them during Gamescom or PAX because those games mainly target the eastern audience, not the western audience.
Your car analogy doesn't make sense at all. A car frame is more comparible to the PS4 case. The car engine is like the PS4's CPU and GPU. The tires are like the PS4's RAM. Actually, there really is no need for an analogy at all hence why yours was so terrible. It's not as complicated as you think. The majority of consumers bought the PS4 because they saw the potential of the system. They know how much more powerful the PS4 is. They know how good of a value PS+ is. They know that Sony will deliver on games based on their track record. The Order: 1886 looking "mediocre" to some people isn't stopping them from highly anticipating other games like Uncharted 4 and Bloodborne.
And yes, console sales peak later, not at the beginning. However, Playstation platforms have always had a slow start, even the PS2. However, the PS2 wasn't overhyped at the beginning as it sold the most in video games history. Heck, all game systems don't peak until a few years later, but if you want to call the PS4 overhyped, you have to called all the other systems overhyped, too. However, at that point, it becomes incredibly silly.
TL;DR: PS4 is not overhyped. If it is, by your definition, every single system in video game history was overhyped.
