20M shipped is pretty much certain.
Usually the console sells 2/3 of its sale on the second half of the year. So since ps4 sold about 5M the first half we can expect 19M total by the years and a possibility. Even 20 would be possible, but it will probably end up at 18 because of supply constrains.

No major exclusives... hasn't stopped it yet.  I definitly get the skeptisim, but in recards to the OP:  Yes it is possible.   The GTA V European bundle almost guarentees that it will have a massive November.

They didn't have a mayor exclusive in September, yet moved ~550k in the US alone, probably 1.4mil or more WW. All the PS4 need is it's normal supply of 3rd party games.
