2 problems with this... First is there are already some characters in the game that were less popular than Chorus Men. Ice Climbers at the time of Melee was one of them, another could be Roy from the game as he wasnt even out yet. Chorus Men are popular in japan, there aren't that many games that sell 1mil in japan (less than 120) , and Rhytym Heaven is a game that sold about 2mil there (in the past 10 years only about 20 games have surpassed 2mil in japan). They have a fanbase with the Japanese. Like how we have a fanbase in the West for Little Mac.
Second thing which is the big one, This Is Sakurai!!! The excuse of Chorus Men cant be in a fighting game gets thrown out of the window my friend. Why? Well almost 50% or even more of the roster was in the same predicament. Many of them had almost no way of bringing a moveset to the character yet Sakurai did the impossible...
How can you forget....
Fox/Captain Falcon? Pilot+Racer with no type of combat yet sakurai made it possible with unique styles!

R.O.B + Mr Game and Watch + Pacman + Villager + Mii Fighters + Wii Fit Trainer + Rosalina all had moves completely made up, yet they all fit so well.
Me personally would rather have somebody else before them, but i kno they qualify for SSB. Wii Fit Trainer was a WTF character, yet now everybody (at least most) accepted her and ironically she's now very popular :0
