I believe they said they are already producing 1.2m a month or more.

1.2 a month could be right, but even that much a month would still see a supply constraint. They sold out of 99% of their stock in the first 72 hours of release, and since then, they've been trying to keep up with demand in their biggest markets, while getting as many consoles as possible out to the smaller ones. They probably reached a consistent 1.2 million by February or March (just my guess).
We have to remember that the console has only been out for a little over 7 months. Even if SONY was able to somehow manufacture and produce 1.2 million consoles per month after launch, that would only be approximately 8.4 million consoles made by this time. Adding in the 1+ million (The plus is because they reserved some as replacements for defects) that they went through at launch, that's only a little more than 9.4 million PS4's created so far. According to VGChartz, there have been 8.2 million PS4s sold through as of two weeks ago, meaning there is probably a severe shortage in many of the countries they're selling in.
