No joke! At 0:20 in the video below, you can cleary see that I'm in first, Daisy in second, and infact the Blue Shell did head towards me for a sec, but then turned around and smashed Daisy instead! Was it the lag, a glitch, or perhaps even hacks!? Who knows, but unfortunately for me this didn't happen again when the second Blue Shell came! xD

were you consistenly on 1st? if daisy was 1st for like a second and the shell was released... even if daisy lag back to 4th... it will still attack her...

Nvm.  You dropped the banana from in front of her, hit her, then the blue shell hit her.  After watching it again you were in first for awhile before the blue shell hit her.  Weird.  That's pretty crappy netcode if the game thought she was in first.

It hits who was in first when it was launched. (were you first always?)

Additionally, it travels the ground now and may bulldoze through other players on its way to first.

Yeah not even MK7 had something like this happen, atleast not that I can remember.

It doesn't target anyone specifically until it gets a certain distance near whoever's in first at the time. From that point on is when it doesn't matter what position the targeted person is in. And as you can see from the video I was in the first the entire time up to that point.

OT. Does Mario Kart TV show races in non cinematic at all or can you only see them like that?

Only ingame can you watch the full race. Uploaded videos can only be 1 minute long at maximum unfortunately. If you meant can you watch from a gameplay perspective, then that's a no. =/
