I think the teams are just confused with all the new rule changes. Most of the teams probably don't know yet that they have to score goals to win.

It's the difference of "scoring" and "being scored on" in the last minute. Though Germany does have the advantage here because of all the grammar nazis.

There are I think 93 rule changes. Most of them small, some more significant. Here are a few of them.

Red cards can now be issued for any incidents before a match, though the offending side will be able to substitute that player and will always be able to start with 11 men.

The new rules states that a player may be ‘sent off’ any time after the referee enters the field of play for the pre-match inspection.
