Assuming framerates will be higher because of a new gen is ignorant
60 fps is preferable for pretty much any game that isn't aiming for cutting-edge, hardware-pushing 3D visuals in the first place. Which is 99% of all games ever, so 60 fps should be standard. :/
For the opulent 1%, I at least expect some measure of stability. Dipping below 30 fps is agonizes me immensely, and I'm quite frustrated that 2013's two big GOTY candidates (TLOU and GTAV) had that problem. Ugh. At least TLOU is getting a PS4 version, which is nice. I might jump on that sometime within the next two years.

For me framerate is more important then resolution. I rather a game lowers its resolution to have a stable 30fps . It doesn't have to be full hd for everything ,, even though we are in 2014. 60 fps imo,, its no necessary for all games,, however certain genres like simualtion racer, fast paced fps games like titanfall and fighting games would benefit from it. Even 2d games that are not graphically impressive should be 60fps.
I much prefer better framerates. I can feel my blood pressure increase whenever I see a framerate drop too low.
Also, why is there is nothing in between 30FPS and 60FPS? Did 48FPS ever hurt anybody?

I've seen 45 FPS before, but for the most part, the games which exist between 30-60 opt not to stay at a locked framerate. Which annoys me, but at least it's better than unlocked sub-30!

CoD looked and still looks like crap compared to the rest of the HD industry yet still outsells 99% of the content in the industry, but its reliable in the fact it will always be 60 fps no matter what.
Framerate drops dont bother me if its not affecting how i play the game...Take Mass Effect 3 on Wii U for example, the shooting missions run smoothly, upscaled to 1080p resolution and locked in at 30fps. I can see everything thats going off and its easy to react fast to whats going on around me. However the Citadel parts are poorly optimized, the framerates cause the action to chug along, but the main aim on that part is to run around carrying out fetch quests and talking to different people and gathering info. Whilst its disapointing the frame drops occur, it doesnt affect that particular section of gameplay, it would be difficult to play if those frame drops occured in the action segments and thankfully they dont.
I am getting spoilt by all these Wii U games running at 60fps though.

Kinda the exception though, no? You do make a good point though.
Seriously... The important aspect isn't 30 or 60... It's how solid the frame rate is. Yeah, 60fps is really sweet, but a locked 30fps is also totally fine. It's the fluctuation that annoys me. It causes stuttering, and it's distracting.
As for resolution, 1080p is much better than 720p. I know many of you will say that the difference is barely noticeable. Well, I don't have your eyes. I notice it quite well. And 720p comes off as quite blurry in comparison. Once you're used to 1080p, it's hard to go back.
Now, when it comes to both factors, it depends on the kind of game. 60fps is useful for twitchy gameplay like FPSs and arcade games. But for most other types of games, a locked 30fps is enough.
