Seriously... The important aspect isn't 30 or 60... It's how solid the frame rate is. Yeah, 60fps is really sweet, but a locked 30fps is also totally fine. It's the fluctuation that annoys me. It causes stuttering, and it's distracting.
As for resolution, 1080p is much better than 720p. I know many of you will say that the difference is barely noticeable. Well, I don't have your eyes. I notice it quite well. And 720p comes off as quite blurry in comparison. Once you're used to 1080p, it's hard to go back.
Now, when it comes to both factors, it depends on the kind of game. 60fps is useful for twitchy gameplay like FPSs and arcade games. But for most other types of games, a locked 30fps is enough.
