Its not too early. It is the opposite of a success. In other words, a failure. In unit sales aspect at least.
I wouldn't let them. Even if the Wii U becomes a smash hit, I'd let the third parties sit this gen out. /bitter

It's been out a year and a half. It's too early to tell whether it's going to be a success or not in the long run.

Yes they would, but it's not going to happen. It took six and a half months for the PS4 to sell 7.6 million. You think the Wii U is going to sell six million in six months when it took a year and a half to get 6.2? It's not even going to sell half that.
