I think they might be having a livestream during Gamescom, not sure though.

I'm assuming they are refering to the extended demo that was shown behind closed doors at E3, gonna be annoying to probably only be able to find offscreen videos of it until they decide to upload it. -.-

Second question.. Am I reading wrong or he's saying the 3ds version is effectively (its presentation) included in the ps4 version? Switching between 3d, chibi 3d and old school 2d on the ps4 veraion

No, I think what he means is that it can be played in 2D and chibi pseudo-3D on the 3DS, and full 3D on the PS4, so the game (across all platforms) can be played in 2D, chibi pseudo-3D and full 3D.
