No definitely not.
Watch dogs was downgraded. Even on PC it was downgraded. Have a look at the initial reveal trailer again and do a direct comparison. Theres effects and detail missing. Biggest culprit imo. And yeah a high end PC will close the gap but it was still downgraded. The car models is a big giveaway they look completely different.
Ryse was clearly downgraded. Some fans say it wasnt but it clearly was. You could especially see a downgrade in character detail.
Driveclub's initial reveal trailer was said to be in game. Then we started seeing actual gameplay videos of driveclub which was FAR from the level of detail the initial video had it at. Plus clearly there were effects missing. Considering that Driveclub hasnt actually released yet, then yeah perhaps i was unfair on this title.
Infamous definitely changed as well. Looking at the first gameplay reveal trailer compared to actual gameplay. Certain aspects improved others downgraded.
Forza can be added to the list of games above it was also downgraded clearly.
That being said I think all the games mentioned are still impressive. My point is that it wasnt as impressive as what they initially showed.
Lets reserve judgement for when the game actually releases.

Just watched both current footage and the original trailer and i really can't see much of a difference with Watchdogs, but hey ho :/
Ryse wasn't downgraded, but it was changed a fair bit. They chose to go with lower polygon characters in favor of a better shading method. Some thought it looked better, some thought worse. An equal split of opinion isn't exactly stable grounds to claim something is a downgrade :p
Looking at recent gameplay of DC it looks considerably better than what was first shown. I'd agree that the initial gameplay we were given showed signs of downgrades (well, signs it was far from finished anyway), but the more recent the gameplay the closer it got, until (i believe) it finally surprised that original trailer. Here is a gif i found a couple of days ago. It's not from the most recent build (which has seen further improvements), but it looks a darn site better than what we first saw.

For infamous i agree some things changed, but nothing was downgrade. There is a world of difference between something being change for artistic reasons and something being downgraded due to technical demands/time constraints. Overall i'd say infamous saw quite a few improvements from the first gameplay footage we saw (rather than cutscenes).
Forza 5 is the only game that i can see clear and unmistakable downgrades that don't require side by side comparisons (the crowds being the most obvious). Stuff like going from animated 3D crowds to static 2D paper cut outs isn't a matter of personal taste :P Something like the time of day being changed in a cutscene, or the character model being changed in favor of a different (but equally resource intensive) method is simply "change".
If you had described the changes as going against your personal taste, i'd totally understand you. But clearly stating them as downgrades makes little sense to me :/
Still, each to their own. It's obvious we have different opinions on the topic so it's probably best if we just live and let go ^^;
