Yes, that pretty much sums up Japan's results. There are great games there for Vita and it is doing good numbers there. I believe that EU could be similar if they tried. EU numbers aren't that bad if you consider that the only two games that appeal there last year were basically Killzone and Tearaway. A push from SCEE could even make them reach 15-20k constantly there and improve global numbers.
Still, the 13k in sales in the rest of the world seems high. Specially because it is a expensive handheld and not the best thing in developing markets. Of course, it could be related to FF X/X-2 HD.
