Seems like it since as far as I can tell, it's only associating with Raiden in one small way, not him actually having an appearance/ being playable / being immensed in the story other than "he did this."

That's good enough for Kojima to (possibly, but someone here confirmed that Raiden won't appear on SSB) ask Nintendo if they could introduce his character.

It's not like Raiden hasn't appeared before out of nowhere as a main character...
