Online and local MP being as popular as ever and with the internet and online communication, things like fighters could get big again as people discuss them more, show tournaments online, things like that. Their re-releases were supposed to be indicators to Capcom execs whether they should fund new games. No one bought the darkstalkers ports, nor did they buy the Marvel vs Capcom origins port, therefore there's no money to be made on new fighters. Though, Marvel license is more finicky.

Re-releases are the issue, no one wants them. They want new games. Fans of the series already have Darkstalkers, just because Capcom made it HD and charged you another $20 doesn't mean people want to buy it. Marvel vs Capcom 3 sold more than 2. 2 Sold well one digital re-release as well (I think). But you mentioned ports. Again, this isn't what people want. They want good new fighters.
Execs shouldn't be looking at the sales of Darkstalkers re-release as an example, they should look at JoJo's Bizarre Adventure (which sold well in Japan and is due for release the rest of the world soon) or Blazblue (which has had good stable sales, enough to produce sequals), which are new games getting full releases.
