Because it isn't just about the story, and:

1). It's an open world. After the story there's plenty of hours you can still put in the game.
2). You basically need to play the story twice, since some missions are exclusive to one side (like some of Fetch's) and to see both endings. Each side also has power upgrades exclusive to that side.
3). This is a game a lot of people like to get platinum, is had been that way since the first game. Also adds value.
