Maybe wrong but I am reading this as permanent cut to $450, and a temporary glitch on Amazon that still lets us use the coupon to get it for $400.

I believe a spokesperson from MS said the price cuts were a decision of it's retail partners, however the MS store has also discounted it. Albeit, they marked it as "Limited time savings".
