Some of the capability, perhaps. Utilisation, particularly by 3rd parties, no. The tools dont exist do they? thats the whole point isnt it?

Third parties have the X1 SDK. The SDK contains something similar to DX<insert a number of your liking> function calls. There are several possibilities at this time:
1. The whole function call implementation is high-level. This basically means X1 now runs like a pc (on the DX level). This again means X1 games are slow.
2, The whole function call implementation is already low-level. This means X1 games will show zero speed increase.
3. The whole function call implementation is partly low-level. This means X1 games might show some speed increases once the fci is wholly implemented in low-level.
4. The whole function call implementation is low level, but incomplete (a sub-set of DX12). Same result as in 3.
Which one possibility is true we don't know because today's presentation said absolutely nothing about what DX12 actually is.
What we know, after the presentation, is the following:
1. An Intel guy was there saying essentially nothing, but "we like DX12"
2. A Qualcomm guy was there saying essentially nothing, but "we like DX12"
3. An NVidia guy was there saying essentially nothing, but "we like DX12"
4. No AMD guy was there saying essentially "we would have liked Mantle to survive"
5. Micrsoft is sitting on a PC version of Forza 5 (but can't make anything out of it because it would piss all over the X1 version on a strong PC - and they want to push their console, not any PC).
6. If Microsoft ever thinks of gutting the XBox business, it would take them (and any other developer) roughly a fortnight to port any X1 game to the PC (the 4 man-month slide)....
