GPU Performance will continue to increase very aggressively.
CPU Core count unlikely to aggressively increase.
How to exploit the GPU? 1. Increase Resolution. 2 Increase Quality of what you render. 3. Increase how much you can render.
Can't wait!!! Hopefully this means the people with shit CPUs can just spend money on GPUs instead of new CPUs kinda like how Mantle works

CPU Performance has not improved at the same rate. This difference rate of increase is a big challenge for DX.
Developers will get more control in their hands. Eliminate overhead between app and the GPU. Consistent and wildly available.
I'm watching a liveblog of it now. This is going to really boost the Xbox One.

What is Direct3D 12?
More direct, faster more complex scenes, works on all Microsoft platforms, Conformance and consistency, support by excellent tools.
Will include Xbox One.
Improvements: low level of abstraction, addressed state and rendering overhead, resource management improvments, new rendering features (Note: This could be big!)
