in the picture you can clearly see where one seal was cut (with razor) and another placed over it. XB are in glass and not tampered with by guests nore would target use the same seal to close it but boxing tape and mark it down as repackage

I can actually vouch for Max aswell, I also work at Target and most (not all) of our TF bundles were regular Xbox Ones that were opened and then had a sleeve put over them. Our rep should be in sometime next week so I'll see if they start putting Forza in ours too.
