1. It's revenue and PC games simply cost less due to having no platform royality
2. indies being more important than on consoles.

It's revenue, not the number of DLCs. Most people I know only buy DLCs when the are reduced (Steam sales), so less revenue. Germany = PC land, the generation switch has less effect here than in other countries.

well Software sales are down, so it would be a miracle if DLC would be up.

Just imagine how many people jump at the offers on Steam. Lots of games sold but most for like $5.
