Depends on where you live.
360 was 100€/$137 even before the slim was out (the first slim) I bought one of those. Also bought a 360s when it was 111€/$152 3 or so years ago.
Ps3 also constantly is sold below 130€/$178 (1 week ago it was PS3 superslim with 3 dualshocks for 160€/$220. I know not really below 199 but it had 2 additional controllers!)
You just have to keep your eyes open.

yes for both in my opinion. probably later on this year. maybe early next year.

both console's will carry on running till end of year, imo THERE IS ONLY SO LOW YOU CAN GO
if any price but happens it will be minimal these things cost money and are not cheap to make

Well, they'll cut prices in other, still unsaturated countries, but then they'll have to cut it in the USA too, because if they can't have the best price in the world, Americans go cry to their mamas.
But unless new superslim models are launched soon, I expect it to happen later, both to maximise profits and to not disturb PS4 and XBOne respectively with new offers on old models that would surely catch the attention of the most casual potential buyers. Anyhow, USA may be rich, but there are lots of people with mid-low income that could consider buying a console only when it will be abundantly below $199.
Not to mention EU's eurozone (except maybe only Germany and Netherlands), where middle classes are more and more pushed down, after they pay all the taxes, to mid-low net income.
Then, in every country, there is a constant flow of parents that will buy a console to their children only when they're past a given age.
It makes no sense to drop the price of them just yet, as both Sony and Microsoft would rather tempt users to their new platforms, increasing the price difference between the two when you're still releasing major titles on the previous console is detrimental to that cause.
The price will drop when sales bottom out and stay there.
Both the ps3 and 360 are $200 now. I'm guessing the ps3 and 360 will be cut around e3 this year.
