They're wholly-owned by Nintendo, and the absolute last thing Nintendo can afford to do right now is cut development staff.

Considering Monster Games also aided in the development of DK:TC and that Nintendo refused to answer questions on whether or not they had two teams at Retro, I am assuming they do indeed have two teams.

It is known that Retro has hired staff members from Naughty Dog – well known for creating the Uncharted series –, id Software and the now-defunct companies Midway Austin and Vigil Games, the latter known for creating the Darksiders series.
It's rumored that Retro Studios split the staff into two team and the smaller team was working on DKC:TF. I'm surprise that Nintendo hasn't unveiled the second game Retro is working on with all the bad press and financial results. At the same time Nintendo is set to have a big E3 2014, that's probably going when we hear more about the Second game by Retro most likely a Wii U Metroid game.

Hey, it works for Crytek. Crysis 3 barely had any game-play but it did have long walks through an INCREDIBLE looking shell of a ruined NYC. More enemies and events would have detracted from the game's focus. I expect Crysis 4 to do away with game-play entirely.
That's the bar Nintendo is trying to reach. Rumor has it that the game-pad screen will be in dedicated "petting mode", which allows you to brush, stroke, and whorl the fur of the characters--IN REAL TIME.
