No double standards, just flawed logic on your part. Nds dominated the market and was selling extremely well by the time the 3ds launched. It pulled some great numbers and was doing great until... it wasn't. The expectation was for it to dominate, especially since it had no competition. psp had died in the west and vita hadn't launched. Those numbers were terrible.
On the other hand you have the vita. A console launching much after the psp had died, much after the 3ds was released and had already developed a strong install base. Developers had no reason to support it over the 3ds. Considering its competition, the psvita is doing "not that bad". Considering it's competition (and it's predecessor), the 3ds was bombing.
Same with ps3 and ps2. The ps3 never did really bad. But it was considereed a failure because of how badly it did after the ps2. It hurt the brand and made xbox a true competitior. It's all about perspective and not just "double standards".
