And yet it doesn't. Every gamer everywhere knows that the biggest titles to look forward to on any system are the 1st party titles. There's a general and knowing expectation that it WILL be a QUALITY game, because it's FIRST party.
I get your point, and I actually AGREE that quality should not be tied to multi-platform, but because money is not infinite, it unfortunately IS tied to quality. Sure, if a game had a 5 year development time and 100 million dollars, I'd bet it could walk right up to a first party title and say hello, but NO one would ever do that: a console's lifespan makes a 5 year development time absolutely unprofitable.

As I ended up mentioning earlier, if my memory serves me correctly, there is NO racing sim on ANY Nintendo system.
This isn't about the audience not being interested, it's that it's never even been targeted to begin with. It COULD create its own audience on the Wii U, and yet you're kind of straying from my overall point... Though I would bet that Project CARS would do better on PS4 than XBox1 since XBox1 already has Forza 5...

I don't think anything's wrong with it, but I think it's extra money they crowdfunded for that isn't necessarily going to pay off... Then again, there's a chance this game will underperform in general...

Well then this makes perfect sense. The game's been delayed for so long that past gen ports would be stupid. It'd either be Wii U console exclusive and piss off all the Sony and Microsoft funders, or it can come out on all next gen systems and piss off a small amount of Sony and Microsoft funders who aren't ready to upgrade.

Games don't need to offer anything new to sell. They just need to appeal to an existing audience. Gran Turismo games come out every 4 years or so. That's not saturating anyone. Forza is a yearly thing but some people don't like Forza or like racing games enough to buy multiple of them in the same year.
Look at what the popularity of the CoD series brought to the FPS genre. We saw hundreds of games similar to CoD sell millions of copies without offering anything substantially new.

As far as I can tell, that didn't happen at all. There weren't hundreds of other military shooters that sold millions of copies.
The only game to come close to putting a dent in it was Battlefield, but that's also an established franchise.
I did just address above that the PS4 version will probably outsell the XBox1 version simply because XBox1 already has Forza 5.

Because they had a poll and the backers decided that they should replace the X360 and PS3 versions with PS4/XB1 versions. The fact that Sony and MS have "sim" racer franchises are successful shows that there is an existing market for those kinds of games. With Gran Turismo not coming to the PS4 any time soon and Drive Club being a more arcade racer there is a great opportunity for a game to pick up the GT audience looking for a next gen title. On the MS side Forza was poorly recieved by many thanks to it's striped down feature set, ill thought out "drivertar" system and busted economy with lots of micro-transactions, so their is a hungry audience there too. The Wii U on the other hand is a floundering system that struggles to sell even the biggest AAA mufti-platform titles and no existing sim racer fanbase and also technically gimped vs the other platforms and tech is an important part of sim racers.
Also as a PC led game porting to PS4 and XBOne is relatively easy to do so the ports will be cheap. And given the budget for the game is overall quite small and offset by crowd funding they won't have to sell too many copies to make it worth it to release on those platforms.

No offense but the bandwagon fallacy doesn't mean much. First party games often get over-hyped before release. Ask Knack, Ryse, and the Wonderful 101.
It also seems that you're vastly over-estimating the time it takes to port between the PS4, Xbox One, and the PC.
